Welcome to Joint Expeditionary Base Little Creek-Fort Story, “The Pearl by the Bay and the Emerald on the Ocean.” Located in Virginia Beach, this installation was established in 2009 with the joint basing of the Naval Amphibious Base Little Creek and Fort Story. Both installations historically were important locations for the development and training of amphibious warfare techniques.
Today, Joint Expeditionary Base Little Creek-Fort Story supports between 13,000 and 15,000 personnel, including active-duty military, civilians, and contractors. It continues to be a training hub for expeditionary forces and special warfare, including Navy SEALS.
JEB Little Creek-Fort Story is one of multiple military installations in Hampton Roads, including: Naval Station Norfolk, Naval Air Station Oceana, Norfolk Naval Shipyard, Joint Base Langley-Eustis, and more.

Getting to JEB Little Creek-Fort Story
Joint Expeditionary Base Little Creek-Fort Story is located about 25 minutes from downtown Norfolk, VA, and about 20 minutes from Norfolk International Airport.
The nearest major cities with airports are Newport News and Richmond. Newport News and the Newport News / Williamsburg International Airport are about an hour away.
It takes about two hours to get to Richmond and the Richmond International Airport.

Little Creek Gates
Gate 1
Gate 1 is located on Midway Rd. It’s open Monday through Saturday from 5 a.m. to 5 p.m.
Gate 3 (Main Gate)
The Main Gate, Gate 3, is located on Helicopter Rd. It’s open 24/7, and the Visitor Control Center (VCC) is located nearby.
Gate 5
Gate 5 is located on D St. It’s open Monday through Saturday from 5 a.m. to 8 p.m.
Fort Story Gates
Gate 6
Gate 6 is located on Atlantic Blvd at the eastern end of Fort Story. It’s open 24/7.
Gate 8
Gate 8 is located on Shore Dr at the western end of Fort Story. It’s open 24/7.

All visitors aged 18 or older must complete SECNAV Form 5512/1 and return it either via encrypted email to JEBLCFS_BASE_ACCESS@US.NAVY.MIL or in person at the Visitor Control Center. After that, a REAL ID or passport must be presented upon entering the base.

As you get settled at JEB Little Creek-Fort Story, there are a number of key base facilities you should become familiar with.
Personnel Support Detachment Little Creek
Upon first arriving at JEB Little Creek-Fort Story, military personnel should check in with their gaining command before reporting to Personnel Support Detachment Little Creek (PSD) for in-processing.
The PSD is open daily for in-processing between 8 a.m. and 3 p.m. Personnel arriving outside these hours should check in to the PSD within 24 hours of their arrival.

ID Card Office (DEERS/RAPIDS)
The ID Card Center provides enrollment in the Defense Enrollment Eligibility Reporting System (for benefits access), issues Common Access Cards (CAC) and ID cards for active, reserve and retired service members, service member families, and civilian and contractor employees.
There is an ID Card Center at Personnel Support Detachment Little Creek and an additional location at Fort Story. Make an appointment on the ID Card Office website.

Morale, Welfare, and Recreation (MWR) offers a wide array of facilities and services to support military personnel and their families stationed at Joint Expeditionary Base Little Creek-Fort Story.

The Pierside Outdoor Pool is a six-lane lap pool used for fitness and swim lessons. It’s free for active duty, reservists, retirees, and DOW employees, but there is a charge for guests and visitors.

Depending on the specific facility, playgrounds, pedestal grills, volleyball courts, restrooms, horseshoe pits, picnic tables, and more may be available on-site. Unaccompanied Housing
Unaccompanied Housing (UH) provides living quarters for military personnel who do not have dependents. UH on JEB Little Creek-Fort Story houses approximately 1,320 personnel across 8 buildings.
Personnel ranked E3 and below are generally required to live in the provided barracks and dormitories on base. E4s may also live in barracks as space allows. More senior service members who are resident advisors (RA) or geographic bachelors (GB) may also reside on-base.
RAs are senior personnel who provide an after-hours leadership presence to UH residents. GBs are personnel ordered to the installation who, by choice or circumstance, have decided that their dependents will continue to live in another geographic area. These service members must submit a special application to live in unaccompanied housing and are not generally permitted to live in the barracks except in special circumstances.

On-Base Housing Pet Policy
Each home may have a maximum of two pets, subject to breed restrictions. Restricted breeds most likely include: Pit Bull Terriers (American/English Staffordshire Bull Terrier), Rottweilers, Doberman Pinschers, Chows, and Canid/Wolf Hybrids or any mixes of those breeds. Barnyard or exotic pets (reptiles, ducks, rabbits, chickens, ferrets, etc.) are not allowed.

Off-Base Housing
Housing referral services are available through the Military Housing Office. Housing referral services include providing a list of approved and non-approved apartment complexes and mobile home parks, or a list of currently available properties in the local area.

Military Preferred Living Areas
Joint Expeditionary Base Little Creek-Fort Story is located between Virginia Beach and Norfolk. Beyond Virginia Beach and Norfolk, Chesapeake may be a good option for some families. Some parts of Norfolk have a lower cost of living than Chesapeake and Virginia Beach, but may be less desirable from the standpoint of traffic, infrastructure, safety, and school district quality.
Some of the more desirable neighborhoods in Norfolk have been listed below. Luckily, BAH in Hampton Roads is among the highest in the country, making more expensive areas like Chesapeake and Virginia Beach accessible to most service members.

Virginia Beach Public Schools
Virginia Beach Public Schools is a highly rated district with an A overall from Niche. It is ranked number five overall in the list of best school districts in the state of Virginia. It is the largest district in the Hampton Roads area, serving 64,000 students across 83 schools.
All schools in the district receive an A or B rating, including many schools within reasonable commuting distance to JEB Little Creek Fort-Story. At the high school level, more than half the students complete advanced coursework (i.e., AP or IB courses), and many also take advantage of a vast Career and Technical Education program and work-based learning opportunities.
Virginia Beach City Public Schools also works closely with the Department of Defense Education Activity to support students from military families who make up about 25% of the district’s student population.

Chesapeake Public Schools
Chesapeake Public Schools is a very highly rated district, with an A- grade from Niche. The majority of schools in northern Chesapeake, closest to JEB Little Creek-Fort Story, are B schools, with A schools concentrated further south. Around 40,000 students are enrolled at 45 schools across the district. Chesapeake Public Schools is a member of the League of Innovative Schools, organized by the nonprofit Digital Promise.
As such, the district is focused on using technology and research to support innovation in education and improve learning outcomes. Computer science and technology education are a major strength of the district.

Active-duty with dependents (spouses OR children) are permitted to live in base housing.
Can I live on JEB Little Creek-Fort Story if I'm not married?
Sailors rank E3 and below who do not have dependents are provided Navy-managed barracks aboard JEB Little Creek-Fort Story. E4s may also live in unaccompanied housing if rooms are available. Higher rank Sailors will be able to reside in unaccompanied housing if they serve as Resident Advisors. Geographic Bachelors (Sailors whose dependents live in a different geographic area) may also live in unaccompanied housing, but must apply.
Can I bring my pet to live at JEB Little Creek-Fort Story?
In base housing, each home may have a maximum of two pets, subject to breed restrictions. Restricted breeds most likely include: Pit Bull Terriers (American/English Staffordshire Bull Terrier), Rottweilers, Doberman Pinschers, Chows, and Canid/Wolf Hybrids or any mixes of those breeds. Barnyard or exotic pets (reptiles, ducks, rabbits, chickens, ferrets, etc.) are not allowed.
